About EEOICPA

What is EEOICPA and how does it apply to Oak Ridge workers?

The Energy Employees Occupational Illness Compensation Program Act (EEOICPA) provides medical benefits and financial compensation to former Department of Energy workers who developed illness from radiation, beryllium, silica, or other toxic exposures. Workers from Y-12, ORNL, and K-25 are among the most common beneficiaries in East Tennessee.

What is the White Card?

The White Card is your DOL issued authorization confirming your EEOICPA benefits are active. It is the key to accessing fully covered in-home healthcare services from Clinch River Healthcare. The White Card belongs to you—not to any provider.

How long does it take to get a White Card?

The benefits approval process can take time and often ranges from 6 to 20 months from the start of a claim. Clinch River Healthcare does not file or manage claims, but we have helped thousands of energy workers successfully navigate the process by providing clear guidance, answering questions, and connecting you with appropriate resources every step of the way.

Can my family members receive benefits too?

Surviving spouses, children, and other dependents of qualifying workers may be eligible for benefits under the EEOICPA. Contact our team to discuss your family’s specific situation.

About Your Care

What in-home services are covered?

Your benefits cover a full range of whole person, in home care services, including skilled nursing, home health aide support, physical, occupational, and speech therapy, medical social work, durable medical equipment, and consequential condition reviews. Clinch River Healthcare also provides coordinated care and dedicated case management to ensure every aspect of your care is connected, consistent, and aligned with your needs. All services are delivered in your home and are fully covered under your benefits.

Can a family member be my caregiver?

Yes. Under EEOICPA, a qualified family member can serve as your paid Home Health Aide. Clinch River Healthcare provides the training, oversight, and coordination to support both you and your caregiver.

What is a consequential condition?

A consequential condition is a health issue that develops as a direct result of your covered occupational illness. For example, a worker with lung cancer who develops pneumonia may have that condition covered. Our clinical team reviews your case on an ongoing basis to identify and support these conditions.

Can I keep my current caregiver if I switch to Clinch River Healthcare?

In many cases, yes. If your current caregiver would like to continue working with you, they can be credentialed through Clinch River Healthcare. Your White Card and benefits remain fully intact when you change providers.
